World Bank water and flood-control tenders in Indonesia: who wins and how to get in

The World Bank published 1,024 procurement notices for Indonesia between 1 October 2025 and 14 October 2026, but only 28 were water or sanitation notices by our tagging, and 24 of those came from one loan: the National Urban Flood Resilience Project (NUFReP, P173671, IBRD 9459-ID). It is carried out through the river basin agencies (BBWS/BWS) of the Ministry of Public Works. The 28 notices were 15 contract awards, 11 requests for expression of interest and 2 invitations for bids.

MethodNoticesWhat was bought
Request for Bids (RFB)9Civil works: river flood control, retention ponds and urban drainage (Surabaya, Yogyakarta, Bima, Malang, Tondano, Bendung River, Badera River).
Consultant's Qualification Selection (CQS)8Construction supervision, a national flood management consultant, a dam safety assessment and preparation of a food and irrigation security project.
Quality- and Cost-Based Selection (QCBS)8Flood risk management and engineering service consultants for individual river basin agencies, a flood early-warning system, and a water resources study for the new capital (IKN).
Direct Selection2Short assignments for individual water experts.
Request for Quotations (RFQ)1A meeting on local government data collection for flood management.

Works: large packages, won by large Indonesian contractors. The signed works contracts in the period included flood control for the Bendung River (Adhi Karya, IDR 385.1 billion, 480 days), flood control for the Kedurus River in Surabaya (Nindya Karya with Indo Teknik Pembangunan, IDR 314.7 billion), the Tondano River flood control and long storage, phase I (Pembangunan Perumahan, IDR 124.9 billion), flood control in Yogyakarta City (Reka Esti Utama with Hidup Indah Berkah, IDR 79.4 billion) and two retention ponds in Bima City (Bahagia Bangun Nusa, IDR 62.8 billion). Pricing is tight: on the Bendung and Kedurus contracts the winning bid was less than 2% below the next evaluated bid, and on Bendung several other bids were rejected as non-responsive. A compliant bid matters as much as a sharp price.

Consulting: smaller contracts, Indonesian teams. Every firm and individual named in the 15 award notices was registered in Indonesia, and all five consulting-firm awards went to teams of three firms. Examples: the flood risk management and engineering services consultant for BBWS Pemali Juana (QCBS, IDR 10.5 billion, 18 months, Geodinamik Konsultan, PT Bina Buana Raya and PT Nadiputra Pratama), supervision of flood control around Yogyakarta International Airport (CQS, IDR 7.49 billion) and supervision of the Malang urban drainage works (CQS, IDR 6.36 billion). The same names come up again and again: PT Inakko Internasional Konsulindo and PT Hilmy Anugerah were on both supervision teams, and Aditya Engineering Consultant was on both awards under the Food and Water Security preparation grant. These are the firms to approach about teaming.

Expect a long cycle. From request for expression of interest to award took 7 to 9 months: Pemali Juana (expressions of interest invited 20 October 2025, award notified 28 July 2026), Malang supervision (25 December 2025 to 21 July 2026) and the airport flood-control supervision (5 January 2026 to 21 September 2026). We have not yet seen awards for several other assignments advertised in the period, including the flood risk management consultants for BBWS Nusa Tenggara I, BBWS Sumatera II, BWS Sulawesi I and Banjarmasin City, and the flood early-warning system. When those awards are published, they will give you the price benchmarks for the next round.
