Viet Nam had 14 energy and water notices in our sample: 7 awards, 4 requests for expression of interest and 3 invitations for bids. Consultant's Qualification Selection (8) and Request for Bids (6) were the only methods. Recent topics included energy-efficiency fund design, canal dredging and drainage, and research equipment.
All 8 awarded-bidder entries were Vietnamese firms. For foreign consultancies the route is usually a joint venture or sub-consultancy with a Vietnamese firm, plus a short, tailored expression of interest. Volume is low, so missing a single notice can mean missing the year's best fit. That is the case for automated monitoring.
